Contemporary university athletic facilities require modern administrative frameworks to maintain operational efficiency and user satisfaction. This study evaluated the relationship between institutional organizational culture and facility management efficacy across collegiate sports departments. A cross-sectional survey design was administered to athletic directors, facility coordinators, and sports supervisors ($N = 84$) across major educational institutions. The measurement model evaluated five core structural dimensions: administrative agility, facility maintenance protocols, resource optimization, digital monitoring adoption, and internal communication transparency. Descriptive statistics, linear regression, and Pearson correlation coefficients were computed. The empirical findings demonstrated that administrative adaptability and digital facility scheduling significantly predicted overall management performance ($R^2 = 0.58, p < 0.001$). Furthermore, institutions incorporating decentralized communication channels exhibited higher user retention and reduced maintenance turnaround times. The paper provides a strategic framework highlighting workflow automation and flexible governance as primary drivers for optimizing modern university athletic infrastructure.
